Assist the Government of The Gambia develop the development plan for the period 2017 – 2020 with the following principle milestones :

• Provide inception report on tools and methodology for the exercise.
• Review the work plan/roadmap and provide comments for its update and finalization.
• Actively participate in effective consultations at all levels of the exercise.
• Provide an initial draft of the development plan for review and comments.
• Provide a draft plan for validation and a post validation draft incorporating comments.
• Develop a robust result measurement framework.
• Develop/update planning tools and manuals.
• Provide materials for a resource mobilization conference.
