Develop a trade facilitation strategy to mainstream trade within the development objectives and priorities of East African countries to ensure that assistance delivered in trade is predictable, effective and sustainable:

    • Characterization of the trade cost implications for EAC and the member states to show the extent to which the development opportunities of the countries and the EAC region are undermined by the existing trade cost structure.
    • Summary of current policy frameworks for designing and implementing trade facilitation projects and programs at the national, regional and international levels.
    • Compilation of current and planned trade facilitation projects/programs.
    • Review the outcome of the WTO self-assessment conducted in the EAC countries.
    • Propose an approach for building human and institutional trade facilitation capacity.
    • Propose a consultation mechanism for adequately involving and empowering the relevant stakeholders, including the private sector.
    • Undertake wide consultation with the relevant stakeholders – the governments, the private sector and the donors.
